bad foundation is making my ceiling crack

I am looking forward to my lease to end. Since I have been here my ceiling has gotten ripples in it from rain coming inside of my apartment and a cracked ceiling from a failing foundation. I am living in a rotten hole. But the outside of the apartments look okay. I also heard directly from the manager that their staff is okay'd to look the the residents garbage bags.  Need to rent an apartment?
